Xi's article on county Party chiefs released

Role of grassroots officials in serving the people wholeheartedly stressed

An article by Xi Jinping, general secretary of the Communist Party of China Central Committee, on how to excel as head of the CPC county committee was published on Wednesday.

The article by Xi, who is also Chinese president and chairman of the Central Military Commission, was published in this year's 13th issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

The article is a speech delivered by Xi at a seminar for county-level Party chiefs at the Party School of the CPC Central Committee on Jan 12, 2015.

He noted in the article that in the Party's organizational structure and in the State power structure, the county level serves as a crucial link connecting higher and lower levels, and it constitutes a vital foundation for boosting economic development, ensuring people's well-being, maintaining social stability and safeguarding the country's long-term stability and security.

Xi urged county-level Party chiefs across the country to draw inspiration from the spirit of Jiao Yulu, an exemplary role model for grassroots Party officials.

The article emphasized that loyalty to the Party is a key criterion for county-level Party chiefs, who must consciously align themselves with the CPC Central Committee and resolutely uphold its authority.

To be a good county-level Party chief, one must always keep the people at heart, serve the people wholeheartedly and foster a correct understanding of what it means to perform well, the article underscored.

It also noted that a good county-level Party chief must shoulder the responsibilities with full dedication and actively work out concrete solutions to tackle tough challenges.

Furthermore, the article highlighted that a good county-level Party chief must strictly uphold disciplinary rules, exercise power in a just, law-based and honest way, set an example in studying, respecting, abiding by and applying the law, and be adept at advancing county governance under the rule of law.
